The book opens with the assumption that the SHRA has been given a green light, which is why heroes like Captain America and Daredevil are fighting bad guys in secret.
Meanwhile, the world is reeling from the SHRA going live and superpowered criminals are still being thwarted by the Pro-Registration heroes like this Doombot that randomly attacks NYC and gets crumpled by Iron Man, She Hulk, Mr. Fantastic and Doc Samson.
Reed Richards is supercharged with ideas and experiments but none is more interesting than 42. What that is will be tackled later.
Moments before the SHRA really becomes a legit thing in states, Tony Stark questions his motives and actions.
In another part of the city, we see Patriot of the Young Avengers being chased by SHIELD capekillers.
Its also revealed that the rest of the Young Avengers have been captured and are about to be transported to a processing area.
Good thing for them, rescue comes in the form of Captain America and Falcon who have taken been undercover for the operation. Falcon frees Wiccan and asks him to teleport them elsewhere before they get overpowered by SHIELD.
The company suddenly finds themselves ported into Nick Fury’s secret base, which has been leased to the Secret Avengers for the time being.
The team have yet to regroup and take a break when the news features Tony Stark in the White House in Washington D.C. with a special announcement. We find out that Spider-Man is doing something to strengthen the position that the registration for superheroes is a good thing. Heck, even J. Jonah Jameson is tuned in to watch the big moment for #TeamIronMan…
That’s right, Civil War # 2 ends with Peter Parker unmasking in front of the press in Washington.
